    The Development of a Trails Master Plan has just gone out to tender. If anyone knows of a good consulting firm willing to do this study and is ORV friendly please have them contact the city for the details. The Tendering closes Tuesday July 19th 2005. Contract # RFP 2005-17.

    Hello,

    I have just finsh reading the Promoter( One of theCity of Kawartha Lakes paper). The last few issues has distrubed me because I keep reading about these people that don't like motorized vehicles.

    Twenty people responded to a call to create a steering committee to advocate on behalf of non-motorized trail users in the City of Kawartha Lakes. This group met on June 23. The organization will now officially be called the Kawartha Lakes Green Trail Alliance.
    Dan Kaldeway was unanimously selected as President. " I strongly support the concept of developing a network of non motorized trails in the City. We need to be thinking 'green' as we head into a summer of smog alerts."
    Bill Steffler was elected Vice President " The Victoria Rail Trail is an outstanding recreational resource. We need to work to prevent further deterioration of the rail bed and address the concerns of the residents who live along the rail line.

    John Marsh did the last study for the GRCA on the multi-uses in the Ganny.

    Hopefully we can create solutions instead of setting up two very different camps as we don't want to do battle over the same sand box or the City may say Know one can use it.
    It will be interesting when this study comes forth for public input (Likely be simular to the Ganny study --who gets to use what part of the sand box)

    See above - the ATV groups are hard at work trying to remove the bad rap they have with the general public.

    This is EXACTLY what we need to do. We should be organizing trail cleanups. EVERY organized ride we do should have some sort of charity attached to it.

    We have to prove that we are not all irresponsible yahoos. Its a huge task, but it can be done.

    City of Kawartha Lakes (CKL) - Update

    I wanted to revive this thread and start dealing with this one separately. I will also estaqblish one for Springwater.

    I want to send CKL a letter by the end of this week from the OFTR. If you look at the map I don't recall riding in many of the areas mentioned. The problem will be after this is approved an amendment to expand the geography could be passed to wipe us out of where we do ride.

    It seems we have been to some of the meetings and some members sent in the questionnaire. I think there is another open house soon.

    Please update this thread with posts you have made elsewhere so I can see all the issues in one place.

    I will be asking for a recommendation that approves Motorocycles with the same conditions as ATVs and Snowmobiles.

    You are correct but I think we already lost that rail trail to regular use. Likely due to the lack of organization on our part. I did attend a meeting in Haliburton with Rick Currah and Sue Cannell last winter but we never got invited to the table for the final approvals.

    As you may recall I had to get a special permit to use the rail trail for the Corduroy last year.

    If the OFTR can establish a "right to use" with conditions simlar to the ATVs then we can look at inclusion on the rail trail.

    The OFTR executive is getting active....stay tuned.

    Thanks Ken for your hard work on these many fronts

    Anyone know when the consultants report goes to council....as that may be our time to lobby HARD. We must let all councillors know that we exist and want to be included and are willing to work with the city. Since Council has final say, that is were our lobby effort may need to be directed. Get them to see the big picture...is it not better to work with us. The guys that are illegally riding now on the Rail trails are not likely to just go away...so is it not better to bring them together with everyone else to make the trail more economical, besides who generates more tourist dollars, the hiker or the motorized crowd. And since MY taxes have paid for these lines I want Maximum return on my investment which means access for all!!

    Guess it's time to start lobbying/educating Council on who and what we are about. Ultimately our fate lies in the hands of Council so lets start there and work backwards so to speak.
    Also if OFTR can garner a list or inform all riders in CKL (somehow) and get them individually to lobby there councillor, would help.

    Sorry for the novel….

    The process for the CKL is unique; they are polling the public twice:

    The first poll asked who you are, what you ride, where you ride it, when you ride it. It then goes on to ask specific questions on cycling only. This says a lot.

    The questions also seem to be urban related so perhaps the cyclists are trying to get trails developed in urban areas as well as exclusive use of rail trails. I mentioned in my letter to Cox, we are not interested in urban riding.

    The second poll appears to be the result of the open house and the first poll. They have reviewed everything and are suggesting the “KEY RECOMMENDATIONS” and allowing the public to indicate how they feel about them. So it is like a DRAFT of the policy.

    The OFTR supports the recommendations and only wishes to be included in the Trails Advisory Committee and any policy that allows ATVs or ATVs with snowmobiles.

    We also support any “Plan to Develop” additional trails for non-motorized uses in urban areas except Rail Trails outside cities and towns. We won’t be asked to volunteer on these I am sure.

    Recommendations that exclude ATVs, Sleds or both are there for a reason. We probably don’t object. We support these recommendations.

    Conclusion:

    We support the recommendations provided we are included as recognized motor vehicle group.

    Strategy:

    Complete the questionnaires and support ALL of the recommendations but indicate that they must include the Ontario Federation of Trails Riders (OFTR) or just say motorcycles. Give them your name and contact info.

    Send me a copy or at least email me that you sent one in. I need a count.

    Update Feb 15th

    Well I sent my form and asked to be advised of any changes in the status.

    Here is the email I recieved today:

    There is still no mention of where we stand so I did some research should we not get a recommendation. It looks like our appeal will go through the Ontario Municipal Board (OMB) the details are in the document attached which was sent today along with my email as follows:

    I will attend the Council Meetining in March.

    Send the OFTR proposal to all Councillors and Mayor...forget working with Staff or the Consultants
    We must Lobby Council only!!!!!!

    I suggest that you get yourself on the Agenda for that day and present OFTR's position before Council in regards to the report .
    I doubt Council will endorse the Consultants Report without due consideration...hopefully and maybe we can get ourselves heard in our favour before Council endorses anything. Remeber Council can throw out the Report or use it as a resource in making the final decisions.
    Going to OMB is really not a option without $$$$$$$$$ on both ends. The City does not like going there.

    For everyone in the CKL talk to your Councillor about the process and seemingly being shut out.
    If they say we did not know about you guys mention OTC

    I'll be there if it's not snowing...work.

    Rather than bombard the council with the recommendations I have sent them each a personal letter, 17 including the mayor, that is questioning the process CKL has used to establish the Trails Master Plan.

    Just a Thought
    Have you provided Councillors a overview of the OFTR and its mandate.
    Just so everyone knows who and what they(Councillors) are dealing with when it comes to the OFTR and its affiliate organizations.
    We must further the education process.

    I'll email Donna Villemaire (my Councillor)to do some follow up.

    Others(CKL residents/property owners only) should follow up this with there Councillors in a very polite manner bringing into question as to why we have been exclude from the beginning.
