    Hi everyone,

    One quick note. Don't forget it's reelection year and I am sure the council members will be use this for their advantage for votes. So be careful with what council member you talk to. If you don't feel comfortable with your council member find out who will be running against them. You might get more leverage .

    I will be there on March 21, 2006.

    Ken, Do you have your name in for a deputation with the City. You need to write a letter to Sandra Richardson srichardson@city.kawarthalakes.on.ca saying you want to speak at this council meeting. They should give you 10 mins to speak and anyone else that wants to say something. They would also need to email Sandra Richardson

    Also, Do you have the most up to date draft of the MTP? I would like to see what changes they made. If you do can you please email it to me?.

    Might I suggest someone contact Warren Thaxter, I understand from a conversation at OCMC's meeting this week that he may have copies of previous reports prepared for similar arguements related to use of the Ganny in years gone by.

    Warren has been my "go to" guy on most of the stuff I am working on.

    My first day on the job included an hour on the phone with him and since then he continues to answer all my emails and phone calls.

    I received this letter today via email.

    The Trails Master Plan is now public and can be retrieved at

    The first 3 files are the original surveys so you can ignore them.

    At first glance it appears we have opened a window but the entire document is very large and will take a while to digest. I have had two printers running for over half an hour so far.

    "and potentially two-wheeled motorized vehicles" has been added in some areas.

    I will try to form an opinion on this tomorrow to see if we need to apply for a deputation at the March 21st meeting. It may be worthwhile if only to educate them on our demographics and explain our sport.

    For those of you that have the time I would appreciate any comments on the plan. Please refer to page numbers and sections when doing so.

    but other areas has stuff like

    "a ban on specific motorized uses on the trail ( not including snowmobiles, ATV's and emergency and authorized maintenance vehicles )"

    I think that means anyone can ride there unless you own a quiet, street legal, insured motorcycle. :roll:

    There are a few areas that use the "4 wheels that are in contact with the ground" wording which comes from the Bill that ATV's had passed that lets them run on the side of the road.

    Further down the trail the OFTR will look into getting green plated motorcycles added to that.

    Now that was a long read.

    Some good points to come out of this is:

    1) Establishing a Advisory Committee of ALL users to oversee how the trails are managed etc.

    2) VRTC (section 3 -options/suggestions)
    it is mentioned to support the use of two wheeled motorized vehicles.

    3) Mention of the Ganaraska Model (User Committee/mangement)

    4) (Point of contention here) That Motorcycles not be recommended for use on the VRTC since it would add to the "use" and complicate the situation further as possible conflicts go.
    For me this is NOT a good enough reason to ban Motorcycles but still allow ATV's on the VRTC (rail line).
    A compromise here may include only the use of BLUE PLATED DS motorcycles on the VRTC as this allows legal use of the roads at points of termination along the VRTC....which would require no new bylaws as would be required for the ATV's to legally use the roads.
    This could get a foot in the door. Also eliminates us from the Motorcross bikes perception.

    5) Permits...Adopt the Ganaraska or Simcoe or a new OFTR provincial plan based on the OFSC permit system as well as liabilty Insurance coverage...good things to bring to the table.

    6) Somerville Tract....It is recommended that motorcycle use be permitted here...good thing

    7) East West Rail line....Owned by the Ontario Gov. managed by the MTO it is mentioned we (all users) need to foster relations to develop this line. That means start talking with the MTO ASAP and get our foot in the door

    That is what I got from the study.
    At least the OFTR is recongnized as a user group.

    Ken:
    Get yourself on the Council agenda at least to present ourselvse and to fully bring our recommendations to the table.
    Present ourselvse as wanting to work with Council and on the Advisory Committee as a equal partner.
    And we want on the VRTC as a user group (compromise may be in order though...as mentioned).
    That before anything (bylaws) is written in stone that a Advisory Committee be established first and for most!!!!!


    Further the Lindsay and Fenelon Chambers of Commmerce SUPPORT the use of Motorized Vehicles for ECONOMIC reasons...something we should capitalize on especially from the Dual Sport perspective at least!!!!! Considering more street legal dirt bikes are coming to our shores in the NEAR future.

    Thanks for the comments guys. I haven't been able to get through all of it yet. Busy day.

    A few things we will need from the local riders/groups:

    We need to have local representation on the Somerville Forest Advisory Committee and also the Manvers Forest Advisory Committee.

    Representatives local to each of those tracts will need to send a letter to Kevin Williams, Director of Community Services, asking to sit on the Committees representing motorcycles.

    We will also need a local rep for the CKL Advisory Committee. I will apply on behalf of the OFTR for now but a local rep would be best here as well.

    If you can sit on these commitees, let me know. The OFTR will need to hand this off to local clubs for stewardship once things are settled.

    I was thinking that GPTR could look after the south end and the newly formed Haliburton Trail Riders would handle anything in the north. I haven't discussed this with anyone yet. Just thinking out loud.

    We can always form a new chapter club in the future. The OFTR is considering a "Create-a-Club" package to help new clubs form and provide them with revenues from the trail pass to get them going.

    I requested to be on the deputation list for the 21st but it was already full. They only allow 5 speakers.

    CKL TMP Comments

    I read the TMP and we can't accept it "as it" is for many reasons.

    Here is an email I just sent to Rick Cox:



    Rick Cox has been great with us so I also voice-mailed him to let him know that we appreciate his help so far.

    Connie G is trying to get me a deputation for tomorrow. In the meantime the ATV groups are not happy with the plan and will hopefully get it rejected. I am not aware of their concerns but will find out more tomorrow.

    We also sent a letter to all the councillors a month ago suggesting they question how the process was handled.

    I am leaving for the cottage by around 4pm today and then off to the council meeting tomorrow from there.

    So..... as I expect the TMP is turning itself towards the dumpster.
    Council did NOT adopt really anything from it nor are they in the future per say. What has come out of this is the formation of a Advisory Committee (which will likely get bogged down with only dealing with the Rail line issues) to oversee what should be done.... plain and simply.
    The TMP will be the base of which the Committee can work from but overall it (TMP) means nothing. Council will pass any Bylaws as recommended by this Committee. Staff and stakeholders will be a part of this Committee...who the stakeholders will be....we'll see.

    If Council HAD gathered ALL stakeholders together from the beginning under a Committee more would have be done and everyone would be further ahead, then we could use the TMP monies for the actual Trails. But Governments like to study things. :x

    So next step is to and TRY and get our voice on this Committee as it will have a VERY strong voice in front of Council.

    I was intially discouraged after the council meeting. I am also getting a cold which is really knocking me out.

    Richard is correct about the rail trail being the largest issue.

    I just read an email from the city from Monday night (I was away). Our contact is suggesting we concentrate on the areas that are less controversial such as the forests.

    It seems the rail trail is the 'holy grail" and we need to re-think our strategy. While it is important, it may be best to back away from that part of the plan until we establish ourselves in other areas of the CKL.

    Motorcycles have been denied access to the rail trail for many years and we really don't use it too much. The ATVs are facing tough opposition from some local residents. Adding "and motorcycles" could create real problems for them and possibly shut down sections of the rail trail entirely.

    There are forests and road allowances in the CKL and it seems they have no issues with us using some of them. Good stewardship on our part in these areas may allow us to revisit the rail trail in the future.

    The ATVs and snowmobiles have serious concerns about "linkage" through Lindsay and Fenelon Falls and our participation in those talks would only create more problems right now.

    We are not giving up but we need to pick our battles in the CKL.
